GENERAL SUMMARY:

The Human Resources Representative serves as the first point of contact for human resources for employees and managers on HR operations.  The incumbent administers the new employee background clearance process, collaborating with hiring managers and talent acquisition team.  Maintains current and accurate employee data in the Human Resources Information System (HRIS) and in the employee file(s); may be responsible for data entry in available benefit vendor web-based systems.  Works both independently and collaboratively with others on department initiatives and projects, and works closely with Payroll on employee personnel changes.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:   (The following duties and responsibilities are all essential job functions, as defined by the ADA, except for those that begin with the word "May.")

  • Serves as the first point of contact to respond, in accordance with established policies, to routine HR operations and payroll-related inquiries from employees. Inquiries may involve basic compensation or payroll issues, benefit plan or coverage questions, employment or benefit verifications, routine policy or procedural questions, and the like. Refers more complex or sensitive questions to HR Business Partners or managers.
  • Administers background check clearance process, communicating clearance (per established protocols) to hiring managers and talent acquisition; follows up with candidates if additional information is needed.  Coordinates with HR Director on complex cases.  Primary contact with vendor on program administration and issue resolution.
  • Supports hiring managers and Talent Acquisition team in ensuring timely and accurate processing of new hire documentation.  Facilitates training for hiring managers and site office managers on virtual onboarding system. Ensures clean data transfer from Recruitment/Onboarding system (SAP SuccessFactors) to HRIS (UKG-Ultipro).
  • Audits and approves employee transactions in HRIS, verifies accuracy in accordance with policies and practices and ensures correct personnel data (job title, job classification and wage or salary data) is recorded.  Follows up with managers as needed to ensure accurate and complete information and authorizing signature(s). 
  • Performs data entry and verification to maintain current and accurate employee information in the HRIS.  Creates and maintains records of employee information in accordance with standard procedures, including new hire and employment forms, employee actions, benefit information, education/certification/licensure information, etc.  Secures missing information from appropriate manager or program representative as needed.
  • Works very closely with Payroll to ensure accurate employee data and setup in HRIS.
  • Support new employee pre-employment process, including initiating drug testing, background search and education verification as requested; review results and communicate approval to hiring manager.
  • Works collaboratively with others on functionally related projects and initiatives related to the strategic plan, new program introductions and close-outs, related policies and procedures, and the like.
  • Performs a variety of related office duties such as data entry, initiating correspondence, sorting and filing documents, and answering and relaying telephone calls.

 

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Knowledge of human resources practices and applicable laws and regulations at a level normally acquired through completion of a Bachelor’s degree in human resources, business administration or related field.
  • Intermediate verbal and written communication skills in order to present information effectively in writing and in person. Ability to interpret policies and procedures, and apply state and federal regulations at a level normally acquired through two years of progressively more responsible related Human Resources experience.
  • Interpersonal skills necessary to tactfully gather and exchange information with internal and external customers, communicate policies and procedures and to advise managers and employees. 
  • Analytical abilities necessary to collect and report on quantitative and qualitative data related to leaves of absence, education programs and the like.
  • Strong organizational skills and attention to detail to manage multiple tasks concurrently.
  • Ability to maintain confidentiality of sensitive information and issues.
  • Demonstrated proficiency and knowledge of word processing, spreadsheet and database applications such as Word, Excel and Access. Knowledge of office systems, procedures, equipment, and computer applications.

  • Ability to communicate with others in order to gather and exchange information.
  • Ability to conduct and respond to telephone inquiries and emails.
  • Ability to continually proofread, check and verify data from printed form and computer monitor display.
  • Ability to use a keyboard and video display terminal to enter, retrieve, and/or audit information and data on a continual basis.
  • Ability to pull, lift and transport files and documents to and from various areas within office.

 

REPORTING RELATIONSHIPS:

  • Reports to Human Resources Director – HR Operations.

 

WORKING CONDITIONS:

This can be a hybrid working environment; there is the option of working 2-3 days per week in the office, and the rest remotely.
